"تجربة حكم" كتاب يتناول أبرز وأهم المحطات التي مر بها العراق في مرحلة تأسيسه الجديد، بعد خروجه من مرحلة حكم صدام حسين وحرب إسقاطه المدمرة.
وهو يخوض في السيرة السياسية للدكتور الجعفري الزعيم السابق لحزب الدعوة الإسلامية و(أول رئيس لمجلس الحكم، وأول رئيس حكومة منتخبة في العراق بعد سقوط صدام).
وهو ليس سجلاً للأحداث، كما أنه ليس مذكرات تتناول التفاصيل اليومية الصغيرة، ولكنه خلاصة خبرة رجل مخضرم، أمضى شطراً من حياته معارضاً في الداخل، ثم مهاجراً ملاحقاً ومحكوماً بالإعدام، ومعرضاً كل يوم لمحاولة اغتيال. وعاش شطراً آخر في الحكم أولاً، ثم على رأسه تالياً. وكان ولا يزال شاهداً على المرحلتين: ما قبل وما بعد سقوط نظام حكم صدام حسين. ولا شك في أن القارئ، من خلال مطالعته الكتاب، سيلاحظ أن نوعية إدارة الجعفري للدولة العراقية في أكثر فتراتها حرجاً، وهي فترة التأسيس، تعبر عن حجم التحديات الهائلة التي واجهتها حكومته.
وتتجلى في هذا الكتاب ثوابت "الجعفري" ونظرته إلى الحكم والعدالة والحرية والديمقراطية، حيث استطاع أن يمسك بدفة الحكم بثبات، وأن يرسي السفينة العراقية على شاطئ الانتخابات والدستور، رغم حرب الإرهاب والعقبات والعراقيل التي كانت تعترض مسيرة بناء الدولة، والتي كانت ربما، ستطيح كل شيء، كحادثة جسر الأئمة، وقضية تفجير مشهد سامراء، وغير ذلك من الأخطار التي كانت تستهدف الساحة العراقية، حيث جعل الإرهاب من العراق هدفاً يصوب عليه من كل اتجاه.
