عندنا استلم الدكتور إبراهيم الجعفري رئاسة الحكومة الانتقالية في العراق، وضع الكثيرون أيديهم على قلوبهم خوفاً على الرجل، فالمهمة التي ألقيت على عاتقه كانت ثقيلة ثقل تركة النظام السابق التي ألقى بها على العراق، مضافاً إليها ما ألحقته حرب إسقاط ذلك النظام التي اجتاحت بطريقها إمكانات العراق ومؤسساته الرسمية والعسكرية والمدنية.
من هنا، فإن الحكومة الانتقالية التي كان عليها إعادة بناء مؤسسات الدولة من الصفر والتخطيط للمستقبل، وفرض الأمن الذي ذهبت به تداعيات تلك الحرب، هذه الحكومة لم تكن في وضع تحسد عليه، فقد كانت التحديات تنحدر عليها من كل جانب، لذلك كان الخروج بالعراق ومؤسساته الرسمية والعسكرية والمدنية.
من هنا، فإن الحكومة الانتقالية التي كان عليها إعادة بناء مؤسسات الدولة من الصفر والتخطيط للمستقبل، وفرض الأمن الذي ذهبت به تداعيات تلك الحرب، هذه الحكومة لم تكن في وضع تحسد عليه، فقد كانت التحديات تنحدر عليها من كل جانب، لذلك كان الخروج بالعراق من ذلك المأزق إلى مرحلة الحرية والنظام والدستور والانتخابات البرلمانية أمراً بعيد لمنال، خصوصاً وأن نذر التقسيم وإشعال الفتنى بمختلف أشكالها كانت تلوح في الأفق، بل كانت أشبه بالواقع.
في هذا الكتاب "المخاض العراقي" يكشف إبراهيم الجعفري وأعضاء حكومته خفايا تلك المرحلة التي أسست للعراق الجديد، وأعادت له موقعه على الخارطة العالمية.
