تتيح الإمكانيات والقدرات المتوفرة في الوطن العربي إمكانية إقامة تنمية كاملة وشاملة تمكنه من اللحاق بركب الدول المتقدمة والتنمية كما يذهب مؤلفا الكتاب "مفهوم شامل اقتصادياً واجتماعياً يعني بتنمية الدول المتخلفة في حيت لا تهمل الدول المتقدمة، كما أنها تعني بالتغير الكيفي وتتطلب أحداث تحولات هيكلية جذرية في كل الجوانب". لكن التنمية المرجوة تقف دونها عقبات كثيرة تتمثل في التجزئة وسيادة المفاهيم القطرية والصراع العربي الإسرائيلي والصراعات الإقليمية والأطماع الدولية في المنطقة، وغياب الديمقراطية وتواضع المستوى العلمي والتكنولوجيا وازدياد التبعية للدول الصناعية وغياب المشروع الحضاري العربي المشترك.
لكن المؤلفان يعتقدان "أن جميع النبات اللازمة لإعداد برنامج كامل ودقيق للتنمية في متناول اليد ولا ينقصها إلا القادة الذين يمتلكون العزيمة والإصرار" يعالج كتاب التنمية العربية وآفاقها المستقبلية، مو ضوع التنمية من خلال سبع وحدات تعالج الوحدة الأولى واقع الوطن العربي الاقتصادي والاجتماعي والحضاري، بينما تقدم الوحدة الثانية تحليلاً للواقع العربي في الإطار الدولي. أما الوحدة الثالثة فهي تبحث في مفاهيم التنمية، والتنمية المتكاملة، ومفهوم الإقليم التنموية، وتبحث الوحدة الرابعة في مقومات التكامل العربي وهوامش الوحدة العربية.
كما تعرض الوحدة الخامسة للتحديات الأساسية التي تواجه عمليات التنمية، وخصصت الوحدة السادسة لبحث قضايا العلم والتكنولوجيا والتنمية والعلاقة بين العلم والتقدم الحضاري. أما الوحدة السابعة والأخيرة فهي مخصصة للبحث في المستقبل الحضاري العربي والوحدة العربية، والتعاون العربي ومؤسسات العمل العربي المشترك واستغلال الثروات الطبيعية ودور الأردن في المشروع الحضاري العربي.
