ولدت نظم الحكم في العالم أول مرة وهي وراثية في آلية إنتقال السلطة، فحكم الأسرة ظل يحكم العالم حتى سادت وانتشرت الأفكار الديمقراطية الداعية لنقل السلطة من الأسرة إلى الشعب بإعتباره المالك الحقيقي لها.
وبعد أن كان النظام الوراثي هو النموذج الفريد للحكم أضحى بعد حين هو الإستثناء وحكم الشعب هو الأصل "الجمهوري"، واللافت أن التجربة المعاصرة أثبتت أن النظم الوارثية العربية وغيرها هي الأكثر ديمقراطية من كثير من النظم الجمهورية، بلحاظ أن الحاكم غدا يحرص على نقل السلطة لأفراد أسرته بطريقة هادئة يرضا عنها الشعب، فرضاً الشعب عنه يعني طول بقائه في السلطة وإستمرار سلالته مالكة حاكمة.
أما النظم الجمهورية فالغالب منها اليوم يوسم بالشمولية إذ يخلد فيها الحاكم، وربما ينقلها بعد رحيله لأحد أفراد أسرته، والملاحظ أن لا سبيل لعودة حكم الأسرة بعد تحوله إلى نظام جمهوري.
من هنا، ظلت الكثير من الشعوب تأن على نظام حكمها الوراثي الراحل وتقف إحتراماً له وهي تستذكر بعض عدله ومآثره.
