يبحث هذا الكتاب في الإتجاهات الرئيسية التي ارتبطت بعملية التطور الإقتصادي في العراق منذ إزياد عوائد النفط في أوائل الخمسينات حينما برزت أهمية الربيع النفطي في تمويل النشاط الإقتصادي للبلاد.
ويخوض أيضاً في آثار "التخطيط" الإقتصادي على التطور والذي اتسم بسيادة قطاع إستخراج النفط الخام على الإقتصاد الوطني وبخروج هذا القطاع عن سيطرة المخطط الإقتصادي خلال الفترة المبحوثة.
وقد ركز الكتاب في بحثه لعملية التخطيط على الفترة 1961- 1970، أي الفترة التي غطتها كل من الخطة الإقتصادية التفصيلية 62- 65 والخطة الإقتصادية الخمسية 65- 70.
كما يتطرف الكتاب إلى الموضوع من زاوية السياسة الإقتصادية التنموية التي تلائم ظروف العراق وتنطلق من طبيعة الموارد الطبيعية والبشرية والإمكانات الإقتصادية المتاحة وتراعي قيود ومحددات العلاقات والتكتلات الإقتصادية العالمية.
والدكتور فاضل عباس مهدي حائز على درجة بكالوريوس في الإقتصاد (شرف) من جامعة مانشستر وعلى جاستير إقتصاد من جامعة لندن وأخيراً على دكتوراه في التخطيط الإقتصادي الوطني من جامعة برمنغهام.
