منذ تأسيس المعهد الدبلوماسي عام 1994 أوليت جوانب التوثيق والمعلومات والنشر العلمي في نشاطه العام ومجالات عمله الوظيفي اهتماماً كبيراً، ولا سيما أن أهداف المعهد والغاية من انشائه تركز على استكمال أسس ذلك النشاط، بمواصلة تزويد الباحثين والدارسين والمعنيين وجمهور القراء بثمرات البحوث والدراسات والمؤتمرات والندوات التي يضطلع بها هذا المعهد الفتي، ويعمل من خلالها على تعزيز برامجه الأكاديمية في نطاق الأبعاد والمحاور الدبلوماسية والاقتصادية والاعلامية والثقافية والسياحية، وتمتين صلاته العلمية التي أضحت اليوم في غضون مدة زمنية قصيرة نسبياً تشكل شبكة واسعة ممتدة في شرق العالم وغربه وكذلك السعي لايجاد قنوات تواصل وتفاعل حيويين مع تطورات الفكر والتحولات التاريخية على الساحة الدولية. إن هذا الكتاب الذي أعده الاستاذ الدكتور غسان الجندي بتكليف من المعهد حينما كان يشغل فيه منصب مدير إدارة البحوث والدراسات، فهو مستهل منشورات المعهد في حقل البحوث المتخصصة، التي نأمل أن تسهم في إغناء المكتبة الدراسات الدبولوماسية العربية، وأن تكون من المراجع المفيدة لدى الأوساط المهتمة بالشؤون الدولية. ولعله من المفيد التنويه في هذا المقام بنقطتين أساسيتين يتناولهما الكتاب، وينبه لهما، الاولى تلك الموحية بضرورة تطعيم الجانب التكنوقراطي للمنظمات الدولية بمشاركة شعبية، على غرار المثل الناجز البرلمان الأوروبي، التي يمكن الاستفادة منها في نهوض جديد لجامعة الدول العربية. والنقطة الثانية هي ما يلاحظ من تراجع المنظمات الدولية عن إثارة مواضيع داخلية تعتبر من اختصاص الدول الأعضاء فيها، وذلك لصالح نظريات: حماية حقوق الانسان، والتدخل الانساني، والتدخل لمراقبة انتشار الأسلحة النووية، والتدخل لاقرار الديموقراطية، وغيرها.
