إن القارئ لأحوال المسلمين اليوم يجد أنهم متنازعين فيما بينهم فكرياً ومادياً وسياسياً، دول وعقائد وفرق وأحزاب (كل حزب بما لديهم فرحون) ومهزومين أمام غيرهم مادياً وتقنياً. فهل من علاقة بين التنازع الداخلي والهزيمة الخارجية؟ فكان لا بد من دراسة شرعية الاختلاف السياسي لما له من ارتباط جذري بالاختلاف العقدي والكلامي، بل إن تسمية علم أصول الدين بعلم الكلام لم يكن إلا بسبب التغطية على أبعاده السياسية، مدحاً أو ذماً، لأن علم الكلام الإسلامي هو علم أصول الدين السياسية في أصل نشأته.
وتحت وطأة رفض شرعية الاختلاف في التاريخ الإسلامي جرى تفسير كل الاختلافات وبالأخص الاختلافات العقدية والسياسية بين المسلمين، وبخاصة التي تمادت إلى صراعات دموية وسقط فيها قتلى من أبناء المسلمين على أنها اختلاف بين الحق والباطل، أو الإسلام والكفر أو الهدى والضلال، وبخاصة أيضاً بعد ظهور كتب الملل والنحل التي كانت مهمتها الأساسية التعصب لفرقة المؤلف وإخراج الآخرين من الفرقة الناجية.
ولذا يمتاز هذا الكتاب بأنه لا ينتصر لفرقة إسلامية على أخرى، ما دام أن أهلها من المسلمين، وهم يقولون بأنهم كذلك، واختلافهم مشروع على أساس أنه اجتهاد في العبادة العلمية والعملية، أي اجتهاد في تفسير القرآن وبيانه النبوي، في نصوصه الإيمانية التي نتجت عنها العقائد الإسلامية، أو اجتهاد في نصوصه العملية والتي نتجت عنها مذاهب الفقه الإسلامية، أو اجتهاد في الدعوة إلى الخير والأمر بالمعروف والنهي عن المنكر، الذي نتج عنه اختلاف في الدعوات الفكرية والمذاهب السياسية والثورات العسكرية، وهو الاختلاف الذي انتهى مقره في خانة علم الفرق.
