لقد شكلت مجموعة من المعطيات والإمكانات عملية توزيع الأدوار وتفاعلها داخل مجلس التعاون لدول الخليج العربية، ومن هنا فإن مقاربة أبعاد دور سلطنة عمان في المجلس سترتكز على إدراك أن المتغيرات الدولية قد أسهمت جنباً إلى جنب مع المحددات الإقليمية في صوغ هذا الدور.
وقد لاحظ الباحث من خلال دراسته لمعظم الأدبيات السياسية التي تناولت مجلس التعاون لدور الخليج العربية –سواء ما أصدر منها عن بعض الدول الأعضاء فيه أو ما كتب من خارج دائرتها- أن هذه الأدبيات لم تعط الاهتمام الكافي والمناسب لدور سلطنة عمان في نشأة المجلس، وكذلك للرؤية العمانية لمفهوم التعاون الخليجي، وتأثير السلطنة في مسيرة المجلس، ومن ثم العمل الخليجي المشترك.
وجدير بالذكر أن الرؤية العمانية لمعنى التنظيم الإقليمي الخليجي، وتحرك السلطنة نحو بناء عمل خليجي مشترك قد لاقت أحياناً تحفظاً من بعض الدول الأعضاء التي التزمت الحسابات القطرية في فترة أو أخرى، ووجدت أن الدعوة العمانية ستفقدها بعض المكاسب الفردية، وأكثر من ذلك فإن هذه الأطروحات في معظمها كانت تقاوم حتى تنتهي إلى حالة من الإخفاق، وهو الأمر الذي أضر بالعمل الخليجي العام، ومن المفارقة السياسية أن دول الخليج العربية كانت كثيراً ما تعود لتتبنى الكثير من المشروعات العمانية التي سيأتي ذكر بعضها لاحقاً، ولكن بعد أن فقدت جزءاً كبيراً من جدواها، ولا سيما عندما تعرضت بعض الدول الأعضاء في المجلس، كدولة الكويت والمملكة العربية السعودية إلى تحديات شديدة استهدفت احتلال الأولى، وزعزعة استقرار الثانية.
في ضوء ذلك، يمكن تقسيم هذه الدراسة إلى ثلاثة محاور رئيسة، هي: الرؤية العمانية للتعاون الخليجي، والبعد الأمني في الأطروحات العمانية للتعاون الخليجي، الموقف العماني من بعض القضايا الخليجية وهي: الحرب العراقية-الإيرانية والاحتلال العراقي لدولة الكويت.
