في مقدمة تلك المواضيع، يأتي التقارب الحاصل بين دور صناعة التأمين والصناعة المصرفية في أسواق المال، مع إشارة كاشفة الى اختلاف طبيعة الخطر في كل منهما. ويقدم الكتاب معالجة واضحة لموضوع خطر العدوى والخطر المتجذر في النظام. كما يعرض الكتاب أهم التطورات على صعيد أنظمة الرقابة والنقاشات الدائرة حول الموضوع وصولاً إلى تحديد الاتجاه العام الذي تسير فيه الرقابة والإشراف.
ويتعرض الكتاب أيضاً إلى النقاش الدائر حول التنظيم الإداري الأمثل للرقابة والإشراف على أسواق المال. ويتمحور النقاش بهذا الصدد حول الخيار المناسب لتنظيم الرقابة والذي يمكن اختصاره بالبحث عن إجابة لهذا السؤال: ما هو الأجدى، رقابة منفصلة لكل من قطاع التأمين والقطاع المصرفي أم رقابة موحدة تتولى الإشراف على هذين القطاعين؟ والإجابة عن السؤال ليست قاطعة، بمعنى أن لكلِّ خَيار مزاياه وعيوبه. ويتطرق الكتاب، بالإضافة الى ما ذكرناه، إلى جملة من المواضيع التي من شأنها أن تُمدَّ القارئ بزوايا رؤية مختلفة إلى موضوع الرقابة على قطاع الخدمات المالية.
