يحتوي الكتاب عشرة فصول، إضافة إلى الخلاصة والخاتمة والملاحق، تُعرض في تتابعها الوقائع الآتية: الفصل الأول: يستعرض أبعاد تطور مديونية المنطقة خلال الفترة، الفصل الثاني: يعقد مقارنة بين مديونية المنظمة ونظيرها مديونية الدول النامية، الفصل الثالث: يتابع أهم التغيرات في مكونات المديونية العربية، الفصل الرابع: يتعمق في تحليل "الفجوات" من زاوية هيكل الناتج المحلي الإجمالي، الفصل الخامس: يرصد خطورة النتائج التي تولّدت في بناء ميزان الموارد، الفصل السادس: يرصد الآثار الخارجية على المديونية العربية للأزمة الخليجية.
أما الفصل السابع: يتفقد آثار الأزمة الخليجية في كل من الأردن ومصر، الفصل الثامن: يتفقد آثار الأزمة الخليجية في كل من لبنان وسوريا واليمن، الفصل التاسع: يقدم مراجعة تقييمية لطبيعة معالجات المديونية القطرية، الفصل العاشر: يستشرف آفاق التنمية العربية في إطار وحدتها.
