عُني مؤلِّف هذا الكتاب بتقديم مراجعة وتقييم لنهج التنمية البشرية المستدامة، كما عرضته تقارير التنمية البشرية الدولية التي يصدرها البرنامج الإنمائي للأمم المتحدة، منذ العام 1990.
فهو يستعرض البيئة الدولية الدافعة والمحفزة لولادة هذا النهج، ثم يتابع بداية عملية تراكم تطوره في أهم مفاصل مفاهيمه، كاشفاً عن إطار النهج ومحتوياته، متعمقاً بهيكليته وبنائه، وجذور فلسفته وينابيعه، ويتوسع في محاورة النهج عبر منتقديه، ليخلص إلى تحديد مواقف هذا النهج في وجه التحديات التي تواكب الإنسانية في قضاياها الكثيرة، والمحبطة غالباً.
وقد آثر المؤلِّف تجنّب عرض تجارب الدول المختلفة على صعيد التنمية البشرية كمواضيع مستقلة، إذ أوردها كأمثلة في سياق تدفق البيان الواسع الذي احتواه النهج للقضية الواحدة. كما اكتفى بعرض سجل ما تمّ إصداره من تقارير للتنمية البشرية العربية، معتمداً في منهجيته ثلاثة مستويات متداخلة ومتتابعة، من عرض محتويات التقارير الدولية؛ أولها، أنه قدّم بياناً لما احتوته هذه التقارير حول النهج، كما ورد فيها تباعاً في الإصدارات السنوية (تقارير الفترة: 1990-2008)؛ ثانيها، أنه أعاد بناء محتويات النهج في "نموذج تحليلي" متكامل، ثم ألحقه بعرض لتأكيد الترابط بين النهج والتراث العربي الإسلامي؛ ثالثها، أنه ذكّر بأهم خصوصيات النهج عند متابعة الحوار الواسع الذي تولّد نتيجة إصدارات التقارير الدولية.
وما خلا ذلك، فإن البناء الكلّي للكتاب، في منهجيته وتحليل مضامينه، يأتي محصّلة من مواقف اجتهادية للقضايا موضوع البحث.
