ارتبط كيان الدولة – منذ أن وجدت – بوظيفة الأمن، كان ذلك واضحاً في كل الدول والإمبراطوريات التي قامت عبر التاريخ، حتى صار من بديهيات علم السياسة أن وظيفة الدولة الأولى كانت: الحماية. ورغم اختلاف التجارب الخاصة بكل دولة، إلَّا أن هناك تشابهاً واشتراكاً في تطور التفكير بالأمن، الذي ارتبط أول الأمر بالجانب العسكري بشكل مطلق، واعتمدت الدول على قوتها العسكرية – ضمن تلك الفكرة الأولى – في بقائها؛ وقدرتها على الحماية والأمن. إلَّا أن بناء جيش قوي يتطلب – فضلاً عن الأفراد المقاتلين – توفير موارد مالية، تُمكن من تجهيزه والأنفاق على جنوده وقادته، وحين قامت الإمبراطوريات الكبرى، أخذت طموحاتها تنمو من مجرد حماية مواطنيها، إلى الرغبة بالتوسع، ما قاد إلى زيادة عديد الجيوش، بل حتى تطور فكرة الأمن ذاتها إلى التوسع، ومنع المنافسين من القدرة على القيام بالمثل. كل هذا قاد – خلال الصيرورات التاريخية للدول – إلى ظهور النظريات المختلفة حول الأمن، وتطور وظائف الدولة عبره، وتطور مفهومه عبر وظائف الدولة ذاتها؛ لارتباطها المعقد معاً، والاعتماد المتداخل بينهما على بعض، وامتداد مفهوم الأمن ليشمل جوانب أخرى لا تقتصر على البعد العسكري، تتعاضد مع بعضها؛ لتنصهر في هدف واحد هو: الأمن الوطني. إن ما يحاول المؤلف علي عبد الهادي المعموري إدماجه في رؤية الأمن الوطني بأركانه الأربعة في دراسته عن «سياسة الأمن الوطني في العراق» هو مفهوم التنمية، المفهوم الحديث الذي انبثق ضمن الأطر الاقتصادية، ثم تطور تدريجياً ليمتد – فضلاً على الجانب الاقتصادي – إلى نواحٍ عديدة تتصل بالسياسة والثقافة بما تحتويه من عناوين واسعة، ومحاولة إسقاط مفهوم التنمية، وأهدافها ضمن الأمن الوطني وأهدافه، عبر تلك الأركان الأربعة التي تشكل مرتكزات للوحدة في العديد من الأهداف التي يقوم عليها كلا المفهومين، التنمية والأمن الوطني.
