وتناول الفصل الرابع التعليم غير النظامي، وفيه عرض للتعليم غير النظامي؛ تنظيراً أدبياً، الخبرة التايلاندية في إدارة التعليم غير النظامي، رؤية مقترحة لتطوير آليات التعليم غير النظامي بالوطن العربي.
