تحتل مدينة (الأنبار) مكانة مهمة في التاريخ العربي الإسلامي، فقد كانت ملتقى عدة طرق تجارية داخلية وخارجية، ما جعلها أول عاصمة للخلافة العباسية، حيث انتقلت عاصمة الدولة العربية من دمشق إلى هاشمية الكوفة ثم إلى الإنبار.
يهتم هذا الكتاب بدراسة مدينة الأنبار عبر التاريخ، ويبدأ بتحديد جغرافيتها وموقعها مروراً بأهميتها الإدارية ومدنها وقراها وديارتها، ويسلط الضوء بشكل خاص على طبيعة النظام الإداري في ظل خلافة أبي العباس (السفاح) حيث أن العباسيين طوروا مؤسساتهم نحو المركزية فاستحدثوا نظام الوزارة فأبدلوا طريقة الإدارة من الشكل اللامركزي في عهد بني أمية إلى شكل مركزي قوي.
لذلك، استحدثت الوزارة والوالي والحاجب والشرط والقضاء والحسبة، وظهرت الدواوين بالأنبار، التي نقلها المنصور إلى بغداد.
وفي هذا السياق درس المؤلف التنظيمات الإقتصادية في الأنبار ومنها الثروة الزراعية والصناعة والتجارة وطرق المواصلات، كما تناول المؤلف الحياة الفكرية بالأنبار حيث خرج جماعة من أهل الأنبار من القراء والمحدثين والفقهاء والأدباء والنحويين والشعراء والمؤرخين حيث نقل هؤلاء أعمالهم إلى مدن العراق والعالم الإسلامي ونالوا منزلة علمية كبيرة وشهرة واسعة، كما تبين أن البيئة العلمية في الأنبار لم تكن في عزلة عن البيئات العلمية في العراق والوطن العربي حيث وفد إليها طلاب العلم لتلقي العلوم المختلفة....
