كثيرة هي التساؤلات الاقتصادية التي تثيرها الحرب الأميركية-البريطانية على العراق، ففي إطار تقصي دوافع هذه الحرب، يكاد الاقتصاد (في بعده النفطي) يشكل القاسم المشترك للكثير من التحليلات على اختلافها. كما وأنه في خضم المساعي الدؤوبة لإحصاء خسائر الحرب البشرية والمادية المحتملة، تتضارب التقديرات بشأن فاتورة الحرب، بما هي كلفة مالية فورية تقع على عاتق المعتدين، وكلفة إعادة بناء وإعمار يقع عبؤها على المعتدي عليه.
وفي البعد الاقتصادي للحرب لا يقتصر الأمر على الدوافع وفاتورة الحرب، وإنما يتعداه إلى التداعيات الاقتصادية الأخرى غير المباشرة لهذه الحرب، ليس على الأطراف المشاركة فيها وحسب، وإنما على اقتصاديات الكثير من الدول العالم أيضاً. لا سيما في مجالات الاستثمار والعلاقات التجارية المتبادلة، حتى باتت هذه التداعيات، وما تثيره من مخاوف لدى بعض الدول وشركات المتعددة الجنسية، ومن شهية لدى بعضها الآخر، تقف وراء الكثير من مواقف الدول المعنية بالحرب الأميركية-البريطانية على عراق الأسواق والعقود المالية السخية.
وهذا التقرير يحاول رصد أبرز المواقف التحليلات المتعلقة بدوافع هذه الحرب وكلفتها ونتائجها الاقتصادية على مختلف دول العالم، العربية منها والأوروبية والأميركية والآسيوية، فضلاً عن كلفة إعادة إعمار العراق، كما عكستها وسائل الإعلام المكتوبة والإلكترونية (كالإنترنت) على اختلاف بنياتها العربة والأميركية والفرنسية والروسية و"الإسرائيلية".
