إن دراسة ظاهرة الإرهاب في العراق بكل أبعادها تثير إشكالية كبرى تتمحور حول أسباب الإرهاب وفشل الدولة العراقية الحديثة التي جاءت إلى السلطة بعد عام 2003 في تحقيق مبتغاها في إطار مكافحة الإرهاب من جهة وبناء الدولة الحديثة من جهة أخرى، وما رافق ذلك من مؤثرات على الصعيدين الداخلي والخارجي.
وإذ تمثلت في علاقات العراق الإقليمية والدولية، فالجوهر التكويني للأزمة يكشف أنها أزمة متأصلة ومرتبطة بطبيعة التكوين البنيوي للسلطة في العراق، وتتلخص بإعتماد نظرية (دولة المكون) العرقي والطائفي الواحد على حساب (دولة المواطنة)، مما أدى إلى إنتشار الإرهاب وإنتشار الإنتماء والولاء والهوية الوطنية، وهو ما أفضى إلى هدم المجتمع السياسي.
ولا شك أن الولايات المتحدة الأمريكية هي من أرسى بصمات الفوضى في العراق الجديد، الذي وصل اليوم إلى بوابة الإنفلات الأمني وإستشراء الفساد الإداري والمالي وما قد يؤدي إلى التقسيم والتفتت وينذر بمستقبل قلق يقترب منه العراق اليوم أكثر من أي وقت مضى.
وفي الوقت ذاته، شهدت ظاهرة الإرهاب اليوم تحولاً نوعياً، من حيث إتساع نطاقها، وتطوير أساليبها، وقوة القتل والفتك التي تجسدت في وسائلها وأدواتها، ولذا فإن شعب العراق اليوم بين مطرقة الإرهاب وسندان الأزمات الداخلية وفي مقدمتها الأزمة الإقتصادية والفساد الإداري والمالي، ومن هنا وضع المؤلف فرضية هذه الدراسة.
