على الرغم من تحصنه المنيع بالسلطة وقمعه لكل معارضة سياسية، كان النظام، الذي حكم العراق من 1968 إلى 2003، يشعر مع ذلك بالحاجة إلى الانغماس في عملية ضخمة لإعادة كتابة تاريخ البلاد والتراث الثقافي، سواء في شكالهما الشعبية أم الرفيعة. ومثلما يوضح هذا الكتاب، كان جهد النظام العبثي لإعادة تشكيل فهم الماضي محاولة لكي يمحو من السجل التاريخي الميل البارز للحركة العراقية الوطنية صوب التعددية الثقافية والمشاركة السياسية والعدالة الاجتماعية. ونتيجة الاستناد إلى اللقاءات مع المثقفين العراقيين ومراجعة المطبوعات العراقية قبل وأثناء الحكم البعثي، يعتبر كتاب مذكرات دولة هو الدراسة الوحيدة حتى الآن عن العلاقة بين سلطة الدولة والذاكرة التاريخية والحكم التسلطي في العراق الحديث. وهو يقدم نظرة مثيرة للإعجاب بخصوص واحد من أكثر البلدان أهمية وأكثرها تعرضاً لسوء الفهم في الشرق الأوسط.
ومع تقديم تبصرات قيمة تتسم بالجدة فيما يتعلق بالصيرورة التي أنتجت نظاماً تسلطياً استثنائياً حكم العراق، تتساءل أيضاً هذه الدراسة، التي جاءت في حينها، عن إمكانيات إنشاء مجتمع مدني والانتقال من ثم نحو حكم ديمقراطي في عراق ما بعد حزب البعث.
