تُعرَّف الديمغرافيا السياسية بأنها دراسة التغير السكاني وعلاقته بكلٍّ من السياسة والحكومة؛ ويتألف التغير السكاني من أوجه عدة، هي: حجم السكان، والبنية العمرية، والخصوبة، والهجرة، ومعدل الوفيات.
وهذا الكتاب يحاول أن يجيب عن عدد من الأسئلة المهمة التي تتصل بهذا الحقل المعرفي، مثل: ما دور التغيير الديمغرافي في الثورات، أو في صعود وإنهيار المجتمعات؟ وكيف تؤثر العوامل الديمغرافية في الجغرافيا السياسية الحالية، أو في السياسات المالية والإقتصادية، أو في الصراعات الإثنية والدينية، أو في أنماط الإقتراع والتحول الديمقراطي في الدول؟ وهل التحول الديمغرافي العالمي سيؤثر في ديناميات القوة العالمية؟.
لم تحظَ الديمغرافيا السياسية بالأهمية التي تستحقها في مجال العلوم السياسية، وفصول هذا الكتاب تبرهن على أن الديمغرافيا مُكوِّن بالغ الأهمية في صياغة العملية السياسية، وتأثيرها يمكن أن يكون مباشراً أو غير مباشر، فمثلما أنه لا يمكن لأي عالم سياسي يحظى بالمصداقية أن يتجاهل دور الحوافز الإقتصادية، أو المؤسسات، أو الثقافة، فإن المتخصصين في العلوم السياسية لا يملكون تجاهل الديمغرافيا في سعيهم إلى فهم أنماط الهويات السياسية، والصراغ والتغيير في المجتمعات.
كما لا يمكن لدراسة الأمن الدولي والسياسة العالمية أن تمضي قدماً من دون إستيعاب الكيفية التي تؤثر بها المفاهيم والبيانات الرئيسية المتعلقة بالتغيرات السكانية في هذه القضايا، خصوصاً في عصرنا الذي يشهد إضطرابات ديمغرافية.
إن هذا الكتاب يعد إسهاماً حديثاً ومميزاً في بلورة ومنهَجَة الرؤى المتباينة التي طُرحت حتى الآن بشكل مهلهل في حقلي الديمغرافيا والعلوم السياسية.
