هذه هي دراسة لتاريخ سورية ولبنان في عصر التنظيمات العثمانية الذي استمر أربعة عقود من الزمن وانتهى بإعلان أول دستور عثماني عام 1879. تميزت هذه الحقبة بحدوث تحولات جذرية في أسس الحكم العثماني، وذلك عبر الأنظمة التي استوردها العثمانيون من الغرب فغيرت وجه الحكم الإقليمي ومؤسساته ومفاهيم المجتمع التقليدية ومبادئه العامة.
وقد تم اختيار هذه الحقبة موضوعاً لدراسة لكونها تسلط الضوء على فكرة أن كل إصلاح يجب أن ينبثق من الأساس، من القوى الاجتماعية الداخلية، وإن ما يطرح من الخارج ويفرض من فوق سيواجه الفشل حتماً، كما لأن تلك الحقبة تكشف عن أن التناقضات القائمة في مجتمعات بلاد الشام تشكل وفي أساسها النتائج البعيدة المدى لعملية الإصلاح العثماني.
لقد جذب عصر الإصلاح اهتمام علماء الاجتماع وغيرهم من الباحثين، وكان موضوعاً لأبحاث علمية تحليلية تناولت الصدمة التي أحدثتها عملية التغريب في المجتمعات الإسلامية التقليدية، كما كان موضوع دراسات رصينة لكبار مؤرخي القرن الماضي نذكر منهم على سبيل المثال لا الحصر دراسات الأساتذة: R.Davison, M.ma'oz, B.Lewis, H.Inalcik,Ed. Engelhard, p.Holt, S.SHAMIR, K.Karpat, D. Chevallier وعوض وإسماعيل من الذين وضعت عناوين مؤلفاتهم ومقالاتهم في قائمة المصادر الطويلة الملحقة بهذه المقدمة، وقد أمدتني تلك الأبحاث بمعلومات واسعة وقيمة، سعيت جاهدة إلى رفدها بمادة تاريخية مستقاة من الأصول والمصادر السورية واللبنانية، آملة أن أطرح أمام الباحثين والقارئين العرب دراسة منهجية موثقة لتلك الإجراءات الإدارية والتغييرات السياسية الواسعة الآفاق، وللجهود الحثيثة التي بذلها العثمانيون بهدف تجديد إمبراطوريتهم والحفاظ عليها.
