يتطرّق هذا الكتاب إلى تحديد أصل هذا المصطلح ومفهومه، وموقعه من فروع قانون العقوبات، وتميّزه عن قانون العقوبات الإقتصادي وذاتيته ومعياره، وموقف المشرع اللبناني منه توصيات المؤتمرات الإقليمية والدولية منه، وشرعية مصادره والرقابة القضائية عليها، وكيفية تفسير نصوصه، ونطاق تطبيقه، وهذا ما عالجه القسم الأول من الكتاب بعد التمهيد له بمدخل عن مفهوم القسم الخاص لقانون العقوبات وما يسمى قانون العقوبات الخاص، والذي يُعتبر من عداده القانون الجزائي للأعمال، وقد تضمّن المدخل إشكالات تفسير النصوص الجزائية الخاصة والحلول المقترحة لذلك.
هذا وقد تطرّق الكتاب في القسم الثاني منه إلى مفهوم جرائم الأعمال من حيث تعريفها وخصائصها وأركانها، والمسؤولية الجزائية عنها وجزاءاتها، وأنواع جرائم الأعمال، المتمثلة في جرائم المالية العامة: من جرائم الضرائب والرسوم والطوابع، وجرائم النيل من مكانة الدول المالية وأسنادها والعملة والإختلاس.
وجرائم المشروعات التجارية الناشئة عن مخالفة القوانين المصرفية والمؤسسات المالية والبورصة ولا سيما قانون النقود والتسليف، ومخالفة قوانين الشركات وجرائم الإفلاس، وكل ما يرتبط بإختصاصات النيابة العامة المالية بإعتبارها الإطار الشكلي لأنواع جرائم الأعمال.
وتضمن الكتاب ملاحق للنصوص وعناوين الأبحاث المعدّة للتحضير في الموضوع، عسى أن يسهم هذا الكتاب في توضيح هذا الفرع من فروع القانون، والذي ندرت فيه المؤلّفات في الفقه الجزائي العربي.
