القيادة الإدارية هي النشاط الذي يمارسه القائد الإداري في مجال اتخاذ القرار وإصدار الأوامر والإشراف الإداري على الآخرين باستخدام السلطة الرسمية وعن طريق التأثير والاستمالة بقصد تحقيق هدف معين والقيادة الإدارية بهذا المفهوم تجمع بين استخدام السلطة الرسمية وبين التأثير على سلوك الآخرين واستمالتهم للتعاون لتحقيق الهدف.
كما يمكن القول بأن القيادة الإدارية ما هي إلا ممارسة القائد الإداري لسلطاته في أعمال التخطيط والتنظيم والتوجيه والتسويق والرقابة بقصد تحقيق أهدافها محددة والقيادة بهذا المفهوم تصير فنًا ومقدرة لا يستطيع كل شخص ممارستها بل هي مقدرة وموهبة يتمتع بها القادة الإداريون. لذلك فهي وإن كانت تحتاج لسلطة رسمية يمارس من خلالها القائد الإداري اختصاصاته إلا أن السلطة الرسمية هنا ليست غاية في حد ذاتها بل هي وسيلة تمكن القائد الإداري من ممارسة اختصاصاته لأن السلطة الرسمية إذا لم تجد قبولًا من الأشخاص الذين يتعامل معهم القائد الإداري فلا جدوى منها، فالقهر والبطش لا يجدي في إمكان تحقيق الأهداف.
