بعد عودة الحياة البرلمانية في عام 1992 عادت الصراعات بين السلطتين التنفيذية والتشريعية، لكن ومع حلول عام 2006 بدأت مرحلة جديدة من التصادم ما بين الحكومة والبرلمان، وقد أدى ذلك إلى إستقالة الحكومة وحل البرلمان عدة مرات.
وحالات التصادم هذه كثيراً ما كانت تحدث بسبب المسائلات والإشكاليات التي تدور بين الحكومات والبرلمان حول الإتفاقيات الإقتصادية الدولية.
وفي كتابنا هذا فإننا سنناقش مجموعة من المحاور والتي تتمثل في دراسة العلاقة بين الحكومة الكويتية المدعومة من أمير الدولة من جهة وبين البرلمان الذي يمثل مختلف التيارات السياسية والدينية والإجتماعية من جهة أخرى، وذلك للوقوف على العوامل الكامنة خلف تلك الصراعات بين مختلف الأطراف الحكومية والتيارات السياسية وما هي محركاتها ودوافعها.
كما سنتناول أيضاً مدى تأثير هذه الصراعات السياسية على الإتفاقيات الإقتصادية الدولية الخارجية وللخروج بنتائج علمية قمنا بتحديد فترة الدراسة ما بين عامي 1992 و 2012 وقمنا كذلك بتقسيم فترة الدراسة لقسمين للمقارنة بين فترتي الدراسة واخترنا عام 2003 ليكون الحد الفاصل للتقسيم لعدة عوامل سنذكرها في مكانها.
ولمعرفة مدى تأثير هذه الصراعات فإنه يلزمنا في البداية التعرف إلى طبيعة النظام السياسي الكويتي من خلال إلقاء الضوء على واقع الصراع بين الحكومة الكويتية والبرلمان الكويتي للوقوف على حجم تلك الصراعات فيما بينهما في إطار العملية السياسية وإلقاء الضوء على واقع الإتفاقيات الإقتصادية الدولية المبرمة.
ولصعوبة دراسة جميع الإتفاقيات الإقتصادية الدولية فقد قمنا يأخذ كل من دول الإتحاد الأوروبي والولايات المتحدة الأمريكية كنطاق جغرافي وإقتصادي لدراسة الإتفاقيات الإقتصادية الخارجية والربط بين الأبعاد الإقتصادية والأبعاد السياسية من خلال دراسة تأثير الأوضاع السياسية في دولة الكويت على الإتفاقيات الإقتصادية الدولية وتحديداً مع الولايات المتحدة الأمريكية والإتحاد الأوروبي.
