كان العراق ولا يزال مطمعاً للقوى العظمى، لموقعه الاستراتيجي، وثرواته النفطية، فهيمنت الشركات على خيراته، بأساليب متعددة منها عقود الامتيازات ومنها التراخيص، وأخرى اتفاقيات للشركات المنظمة إلى شركة نفط العراق IPC. فكيف تعاملت الحكومات العراقية المتعاقبة مع هذا الواقع منذ أواخر القرن التاسع عشر وإلى الآن. هذا ما يبحثه هذا الكتاب بالاستناد إلى أهم الوثائق والدراسات والمستندات الرسمية والمراجع التاريخية والسياسية والاتفاقيات الدولية المبرمة حتى تاريخ صدور هذه الدراسة هو ما سيجده القارئ المهتم بشؤون النفط حيث يعطي الكتاب صورة واضحة عن مسيرة التطورات والمتغيرات التي مر بها القطاع النفطي العراقي والذي يعدّ مفتاح الأمن القومي العراقي ورمز سيادته على أرضه.. ولكن، بغياب قانون ينظم العلاقة بين المحافظات المنتجة للنفط والحكومة المركزية وبرلمان متعدد الرؤى والاتجاهات السياسية والفكرية، ويصبح مستقبل نفط العراق رمادياً كحال أسواق النفط عند التبوء بمستقبلها المنظور. هذا ما يشغل بال مؤلف الكتاب وعلى الرغم من كل ذلك فقد حاولا وضع آلية للتوقع حول مستقبل نفط العراق لغاية عام 2030 على أسس علمية متعارف عليها. فتم تقسيم الدراسة إلى ثمان فصول: تحدث الفصل الأول عن: عقود الامتيازات النفطية في العراق، بينما تحدث الفصل الثاني عن: ثورة 14 تموز 1958 والنفط العراقي، وناقش الفصل الثالث: عملية تأميم النفط العراقي عام 1972، ودرس الفصل الرابع: تأثيرات الحروب والحصار في قطاع النفط العراقي، وتركز الحديث في الفصل الخامس حول: قطاع النفط في مرحلة ما بعد عام 2003، وتناول الفصل السادس: الغاز الطبيعي في العراق وإمكان الاستفادة من تجارب قطر والسعودية في استثمار الغاز الطبيعي، أما الفصل السابع: فشرح جولات التراخيص النفطية والغازية في العراق، ويأتي الفصل الثامن والأخير بمثابة: رؤية استشراقية للنفط العراقي، واختتم الكتاب بملاحق (سبعة) تضم قوانين واتفاقيات ووثائق خاصة بنفط العراق.
