إذا كانت عقود الإمتياز هي الإدارة القانونية لاستغلال البترول في ليبيا، والتي دامت لفترة تقارب العقد من الزمان كنظام قانوني وحيد يحكم هذا الإستغلال لذا فإنه من الطبيعي أن يقع الإختيار على هذا الموضوع، ليكون محلاً للبحث؛ وذلك لأهمية البترول، والذي كان الإمتياز هو الصيغة القانونية لتنظيمه، وإن كان من الظاهر أن الأهمية العملية للموضوع قيد البحث قد تضاءلت، بسبب ظهور أنماط أخرى مستحدثة لعقود البترول، إلا أن البحث فيه لا يخلو من أهمية، مع العلم أن البحث لم يقصد تقديم معالجة موسوعية لكافة جوانب الموضوع، وإنما محاولة الوقوف على الإشكاليات المتعددة التي يطرحها، واستجلاء الحقائق المتعلقة بها، وذلك بالتركيز على الجوانب القانونية لعقد الإمتياز النفطي في القانون الليبي من واقع التشريعات، والقوانين المنظمة لهذه المسألة، وما يتصل بها من آراء فقهية وأحكام تحكيم لا تكتمل الفائدة إلا بعرضها، ودون إهمال للتأثير المتبادل بين العوامل القانونية والعوامل الإقتصادية والسياسية، ويبدو أن المنهج المناسب لهذه الدراسة هو المنهج الوصفي والمنهج التحليلي، فضلاً عن المنهج الموازن، كلما كان ذلك ممكناً، ويقتضي منهج البحث، تقسيمه وفق الخطة التالية: (الفصل التمهيدي: نبذة عن العقود الإدارية في القانون الليبي، الفصل الأول: النظام القانوني لعقد الإمتياز النفطي في القانون الليبي، الفصل الثاني: التكييف القانوني لعقد الإمتياز، والخاتمة).
