على الرغم من إختلاف وجهات النظر، بين من يرى أهمية الإستثمار الأجنبي المباشر، كحلٍ لتطوير وتنمية إقتصاديات الدول النامية، ومن يراه وسيلة من وسائل نهب الثروات، أو التبعيّة السياسيّة والإقتصاديّة للدول والشركات الأجنبيّة، يبقى لكلّ بلد ظروفه الإقتصادية الذاتيّة، وقدرته على الإفادة من موارده لتنمية قطاعاته المنتجة، عبر إستخدام الإستثمار الأجنبي المباشر، كخيار مطروح لتطور إقتصادياته، وهناك الكثير من التجارب الناجحة في دول عديدة، مثل: كوريا الجنوبيّة، ماليزيا، والصين، والبرازيل، وغيرها.
تعتبر التجربة العراقيّة في إستخدام عقود التراخيص النفطيّة، كشكلٍ من أشكال الإستثمار الأجنبي المباشر تجربةً جديدة في إستخدام هذا الخيار، لتطوير الصناعة النفطيّة العراقيّة، وزيارة موارد الموازنة العامّة، وإستخدام هذه الموارد في بناء تنمية متوازنة القطاعات، ومن خلال التحليل والتقييم المالي لنتائج هذه العقود، وتأثيرها في حجم الموازنات المستقبليّة يتضح دورها في تسريع عملية التنمية.
من هنا، تأتي أهمية موضوع هذا الكتاب والنظر في مقولة الإستثمار ودور الإستثمار الأجنبي المباشر بوصفه حلاً مطروحاً لتنمية الصناعة النفطية الإستخراجية على المدى القصير والمتوسط مما يؤدي إلى تطوير ونمو القطاعات الإقتصادية الأخرى على المدى الطويل وبشكل متوازن ومن ثم تنمية الإقتصاد العراقي ككل وفي جميع القطاعات المكونة للناتج المحلي الإجمالي عبر آلية التشابك القطاعي الأمامي والخلفي للقطاع النفطي مع بقية قطاعات الناتج المحلي الإجمالي بوصفه القطاع المحرك لمسيرة التنمية الإقتصادية في العراق.
