تعتبر الضريبة العامة على المبيعات نوعًا من أنواع الضرائب غير المباشرة يطلق عليها أحيانًا ضريبة على القيمة المضافة أو ضريبة المشتريات تصيب كافة السلع والخدمات أومعظمها عند تداول تلك السلع أو أداء هذه الخدمات، ويعد المستهلك الممول الفعلي للضريبة وإن كان المكلف هو الذي يتولى تحصيلها وسدادها للإدارة الضريبية وقد ثبت أنها أكثر عدالة حتى من ضريبة الدخل لأنه عند النظر إلى عدالة الضريبة أو عدم عدالتها يجب عدم قصر تلك النظة من وجه نظر الإيراد فقط ولكن لا بد أن ننظر لها أيضًا من وجه نظر الإنفاق، ذلك أن إيراد ضريبة المبيعات ينفق في إنشاء المشروعات العامة للدولة.
والحقيقة أن تطبيق هذه الضريبة قد حقق مجموعة من الأهداف والمزايا. أهمها التوزيع العادل لعبء الضريبة بما يعمل على توفير العدالة الاجتماعية، وتقريرالإعفاءات بالنسبة لعدد من السلع الضرورية والأساسية رعاية لذوي الدخول المحددة، وكذلك حصول الموازنة العامة على موارد مالية حقيقة لمواجهة تزايد النفقات العامة في مجالات التعليم والصحة وغيرها بدلًا من التمويل بالعجز بكل ما يترتب عليه من آثار تضخمية ضارة بالاقتصاد القومي، فضلًا عن تشجيع الصاد.
