أدى تطور كل من الفلسفة السياسية وطبيعة النظام الإقتصادي إلى إحداث تعديلات عميقة في طبيعة العلاقات الإجتماعية التي أدت بدورها إلى إيجاد مفهوم جديد للضريبة، فبعد أن كانت مجرد إسهام إختياري، اكتسبت طابعاً إلزامياً، هذا وقد استندت فكرة العقد الضريبي إلى نظرية العقد الإجتماعي، فقد كان على المواطن أن يعطي جانباً من دخله للدولة في مقابل الحصول على ضمان السلطة المتمثل في ضمان النظام والعدالة.
ونتيجة لزيادة تدخل الدولة في ميزان الدخل القومي أصبح للضريبة مفهوم معاصر يقوم على إعتبارها أحد المصادر الرئيسية للتمويل ووسيلة فعالة تمكن الدولة من التدخل في الحياة الإقتصادية والإجتماعية وتوجيه النشاط الإقتصادي على نحو معين.
إن هذا المفهوم المعاصر للضريبة قد جعل لمبدأ التدخل المكانة الأولى، وجاء بمدلول جديد للعدالة التي لم يعد تحققها المساواة أمام الضريبة حسب مدلولها التقليدي، وإنما أصبحت تتحقق بالمساواة عن طريق الضريبة نفسها.
هذا الكتاب يبحث في النظم الضريبية وما لها وما عليها وذلك في خمسة فصول وفق ما يلي: الفصل الأول: "المدخل إلى النظم الضريبية"، الفصل الثاني: "الضريبة (المبادئ - المفاهيم)"، الفصل الثالث: "النظم الضريبية في بعض الدول"، الفصل الرابع: "النظم الضريبية في الأردن"، الفصل الخامس: "إقرار ضريبة الدخل".
