عدوان جاء ليعيد إحياء الحلم التركي بالسيطرة على مدينتي الموصل وكركوك الغنيتين بالنفط. ولتوجيه ضربة قوية إلى حزب العمال الكردستاني باعتباره العمود الفقري للمقاومة الكردية ضد المخططات والمشاريع التركية. وتحقيق مشروع "الحزام الأمني" التركي على الحدود مع سوريا والعراق وإيران وذلك لتأمين العمق الإستراتيجي التركي من خلال هذه المنطقة الأمنية العمق الإستراتيجي التركي من خلال هذه المنطقة الأمنية حيث ستعمد تركيا إلى إسكان مجموعات كردية موالية تشكل خطاً دفاعياً لها تحميها من هجمات فدائيي "حزب العمال الكردستاني" أضف إلى ذلك، إمكانية اعتماد تركيا وبالاتفاق مع إسرائيل طبعاً إلى إسكان الفلسطينيين المرحلين إلى العراق في منطقة "الحزام الأمني" مما يؤدي إلى حروب مفتوحة بين الأكراد من جهة وبينهم وبين الفلسطينيين من ناحية أخرى. فتنفتح عندها جبهة عداء جديدة بين العرب والأكراد تصب في خدمة الاتفاق التركي-الإسرائيلي.
