يتضمن هذا الكتاب دراستين: الأولى عن حق العودة للشعب الفلسطيني، والثانية عن مبادئ تطبيق حق العودة. وهما دراستان قانونيتان أعدتا بالتنسيق بين المؤلفين بحيث تكمل الثانية الأولى.
ففي الدراسة الأولى عرض لجذور المشكلة وتطورها والموقف الإسرائيلي منها. أما الدراسة الثانية فهي معالجة تطبيقية تواكب المفاوضات الجارية وفق اتفاق 13 أيلول/سبتمبر 1993، وتتحرى بدقة هوية الأشخاص المستفيدين من حق العودة وتحديد أغراضه وأحكام تطبيقه. وقد أعد الدراسة الأولى رمضان بابادجي ومونيك شميلييه -جاندرو وهما أستاذا قانون في جامعة باريس. وأعد الدراسة الثانية جيرو دو لا براديل وهو أيضاً أستاذ قانون في جامعة باريس.
يتناول هذا الكتاب القضايا الرئيسية المتعلقة بمحادثات الوضع النهائي في المفاوضات الفلسطينية-الإسرائيلية. وهو يتألف من دراستين قانونيتين تكمل إحداهما الأخرى: تبحث الأولى في جذور وتطور موضوع حق العودة للشعب الفلسطيني، وتتعلق الثانية بأحكام تطبيق هذا الحق في ضوء الاتفاق المعقود بين إسرائيل والجانب الفلسطيني في 13 أيلول/سبتمبر 1993.
