ألف هذا الكتاب باللغة الانجليزية، معارض عراقى اضطر إلى إخفاء اسمه الحقيقى رغم أنه يعيش خارج العراق، وذلك خوفا من بطش النظام العراقى. ولقد صدر هذا الكتاب قبل الغزو العراقى للكويت، ولكن مقدمة طبعته العربية هذه، كتبت بعد الغزو. والكتاب يقدم لنا لوحة بارزة موضوعية لحقيقة الاوضاع البشعة داخل صدام العراق، والواقع أننا لن نستطيع أن نتفهم المعنى الحقيقى لغزو صدام للعراق، بدون أن نتعرف أولا على طبيعة جمهورية الخوف التى فرضها صدام داخل العراق، فالسياسة الخارجية هى امتداد للسياسة الداخلية، والشعب العراقى وجيشه العظيم هما الضحية الأولى لنظام صدام قبل الشعب الكويتى.. ولهذا لا يمكن لمثل هذا النظام أن يكون مؤهلا لتحرير فلسطين أو لتحقيق وحدة عربية كما يزعم، وعندما ندين سياسات هذا النظام الداخلية والخارجية، فإننا نفعل هذا دفاعا عن مستقبل الشعب العراقى، ومستقبل جيشه، الذى هو جيش الأمة العربية، ونقف بحسم من أجل حل أزمة الخليج التى فجرها الغزو الصدامى حلا عربيا سلميا ديمقراطيا عادلا يعيد السيادة للشعب الكويتى ويخلص البلاد العربية من القوات الأجنبية التى تذرعت بالغزو العراقى لتكثيف وجودها فى المنطقة ويكون نقطة انطلاق لحشد الطاقات العربية المتفرقة المبددة- بسبب هذا الغزو- لاستعادة وحدة التضامن العربى، ودعم الانتفاضة الفلسطينية وإقامة الدولة الفلسطينية المستقلة، والعمل على تنمية عربية مستقلة شاملة مستفيدة من الثروات العربية النفطية مما يتيح للأمة العربية أن يكون لها موقعها المتميز المشارك إيجابيا فى إرساء قواعد النظام العالمى الجديد على أساس من الاعتماد المتبادل المتكافئ، والمشروعية الدولية واحترام حقوق الإنسان والشعوب، وحماية السلام العالمى والحضارة الانسانية، وتقديم نموذج ديمقراطى منتج ملهم لبلدان العالم الثالث.
