يقول المؤلف بأن العديد من ظواهر الأزمة المطروحة بالتعليم العالي في الجزائر هي نفسها تقريباً الموجودة على امتداد ساحات عربية عديدة وأن تقديم الجزائر، في الدراسة التي ضمها هذا الكتاب، على العالم العربي، لا يغير من الأمر كثيراً، وإن ما يقوله عنها يمكن أن يستخلص منه أشياء عديدة على مستوى الساحات العربية المختلفة.
فمشاكل التزوير والغش والرشوة وتسهيل منح الشهادات، وضعف المناهج والبرامج، وضعف الرواتب، وتخلف الإدارة، وضعف مستوى العديد من الأساتذة، وتبعية الجامعات ومسؤولييها، وضعف أو غياب التخطيط، وتسييس الجامعة، واحتقار العلم والعلماء والمربين... متواجدة إلى حد التفشي أحياناً على امتداد الساحة العربية بأشكال عديدة ومتنوعة.
وهذه الدراسة يحاول من خلالها الباحث مناقشة هذه الأزمة من داخل قطاع التعليم العالي، وفي نفس الوقت، يحاول النظر عبرها إلى أزمة التعليم العالي والتربية عموماً في علاقاتها بما يجري من تحولات على الصعيد العالمي، وبالاقتصاد، والاجتماع، وعلم النفس، والفقر، وهموم الناس الأخرى، من ضمنها الجامعيون والطلاب وعمال الجامعات ومؤسسات البحث العلمي الأخرى.
