تناول الدراسة في هذا الكتاب موضوع الدبلوماسية الجزائرية بما في ذلك صراع القوى الصغرى في القرن الأفريقي وإدارة الحرب الأثيوبية-الأريترية وليس الهدف من هذه الدراسة مجرد حديث عن سلوك دبلوماسي جزائري ناجح في القرن الأفريقي، إنما هدفها العام يرمي إلى لفت الانتباه إلى القدرات الهائلة، المادية والبشرية والسيكولوجية، التي تمتع بها الجزائر، ولكنها لا تزال مبعثرة، مفككة أحياناً إلى حد الجمود، وهي بحاجة إلى تصور عقلاني شامل، وإلى إدارة سياسية قوية تنظم وتوجه تلك القدرات، ضمن أداء محكم لشبكة دبلوماسية قادرة بما تريده وتطمح إليه عموماً في الأعوام الأخيرة، في علاقاتها بمعالجة حاجات المجتمع الأساسية، المادية والأدبية، في الداخل باتجاه الارتقاء بها دائماً نحو الأفضل، وفي الخارج ضمن الارتقاء بموقع الجزائر إلى "العالمية".
إن مواجهة أزمة متواصلة لا تريد أن تنتهي في الجزائر تجعل المواطني في هذا البلد يتساءل عن مواضيع عديدة تهمه بشكل مباشر، لعل أهمها: كيف "تُدخل" الدولة الجزائرية نفسها في أزمة معقدة في القرن الأفريقي، في حين أنها لم تتحكم بعد، كما ينبغي في الأزمة التي تعيشها، هي نفسها، منذ بداية التسعينات، خاصة وأن هذا المواطن يرى أنه هو الذي يدفع الثمن دائماً بأشكال متعددة.
من هنا يمكن القول بأن الحديث عن الوساطة الجزائرية في القرن الأفريقي ليس حديثاً معزولاً، بل إنه يجري في ظل كل ما له علاقة بالمعطيات والتحولات في الجزائر، وعلى المستويين الأفريقي والدولي، وفقاً لرؤية تعتمد الحوار والمقارنة بين تلك المعطيات والمواقف لمناقشة الموضوع المطروح، في صلته بوضع الجزائر والقرن الأفريقي وافريقيا عموماً في الاستراتيجية الدولية...
لعل هذا يبسط عملية فهم طبيعة ودوافع الوساطة الجزائرية-الأفريقية-الأمريكية في صلتها بإحدى الساحات الأكثر تعقيداً في العالم. كما أن ذلك يبين أهمية دراسة تلك الدبلوماسية الجزائرية.
وتجدر الإشارة إلى أن هذه الدراسة تعتمد على مداخل منهجية وتقنيات بحثية عديدة لتوضيح طبيعة الرؤية والدور الجزوائري في هذه المرحلة الصعبة التي تمر بها في صلتها بمنطقة القرن الأفريقي التي لا تقل تعقيداً هي الأخرى، مداخل وتقنيات، يصعب الفصل بينها، أهمها مقترب إدارة النزاعات في صلته بالسياسة الخارجية والبعد التاريخي لهذه السياسة.
