والدكتور إبراهيم العيسوي أستاذ في الإقتصاد ومستشار بمعهد التخطيط القومي, له العديد من المؤلفات والمقالات والدراسات. وقد صدر له من دار الثقافة الجديدة: مستقبل مصر, نموذج النمور الأسيوية والبحث عن طريق للتنمية في مصر.
والقضية التي يتحدث عنها الكتاب كانت موضوع ندوة عقدت أخيراً بحزب التجمع.
