... أُنجِزت مرحلةٌ جديدةٌ في سياسة الشراكة الأوروبية المتوسطية في العام 1995 مع مسار برشلونة، الذي حدّد لنفسه هدف "خلق أكبر منطقة تبادلٍ حرٍّ في العالم ببلوغ العام 2010، ولأوّل مرّة، انخرط الإتحاد الأوروبي، الذي أطلق المسار، إنخراطاً مباشراً في المتوسط وحدّد لنفسه هدف فرض القواعد النيوليبرالية المتمثّلة في إقتصاد السوق وضمّ مجمل حوض المتوسط إلى سياسة بسط نفوذ أوروبا إقليمياً.
يهدف هذا الكتاب إلى تقديم بعض مفاتيح فهم الرهانات الكبرى في العلاقات بين شمال المتوسط وجنوبه، وإستراتيجية القوى العظمى، ومفاعيل السياسات النيوليبرالية وعواقبها في إحدى أكثر مناطق التبادل الحر حساسيةً في العالم.
في مواجهة هذه التطورات، سوف نُظهر أنّ شراكةً أخرى ممكنة، تحترم حقوق الشعوب.
