لا شك أن من أجل العلوم وأعظم القربات الاشتغال بالفقه، والله اختص بفضله من يشاء، فجعل العلماء ورثة الأنبياء، وجعلهم على الرسالة الأمناء، واختص منهم المفتين ليكونوا بين الله وخلقه، يوقِّعون عن رب العالمين. فالعالِم بين الله تعالى وخلقه، فلينظر كيف يدخل بينهم؟ من هؤلاء الأئمة الأعلام، الذين عجزت عن وصفهم الأقلام، سراج الدين ومفتي الأنام، وشيخ الإسلام، مجدد المئة الثامنة: أبو حفص عمر بن رسلان البلقيني. ترك لنا هذه الدرة النفيسة، التي جمعها لنا ولده الإمام: علم الدين البلقيني، وهي قطرة من بحر جود هذا المفتي الإمام؛ فلاقت هذه الفتاوى قبولاً عند أهل العلم عامة، وعند فقهاء الشافعية خاصة، ومن طالع فيها.. أدرك أهميتها ونفاستها، فهي منهل الفقهاء والعلماء والقضاة والمفتين. كيف لا؛ ومؤلفها قد تقلد منصب القضاء، والتدريس والإفتاء؛ حتى اشتهر بين الناس: أنه يحل المشكلات العويصات؛ فقد آتاه الله علماً، وفهماً وحفظاً، حتى غدا مجدد المئة الثامنة. نافت مسائل الكتاب على التسع مئة مسألة، بعضها مختصر وبعضها مطول، وفيها نفائس أغلى من الدر. ووالله؛ إن الأمة لتحتاج لأمثال هذه الكتب، قال ربيعة الرأي: (ولبَعض من يفتي ههنا أحق بالسجن من السُّرَّاق، فقال الإمام ابن الصلاح معقِّباً: رحم الله ربيعة؛ كيف لو أدرك زماننا؟!)، فما يقول أهل زماننا، وقد أحدقت الفتن، وكثر فيهم عليم اللسان، ولا حول ولا قوة إلا بالله. ولقد تساهل الناس في أمر الفتوى كثيراً، وما أحوجنا في هذا الزمن لضبط الفتاوى، التي غدت بين شدة في غير موضعها، وسهولة في غير محلها، فاستحالت السهولة إلى تساهل، والشدة إلى غلو وتنطع. قال الشعبي والحسن: (إن أحدكم ليفتي في المسألة، ولو وردت على عمر بن الخطاب رضي الله عنه.. لجمع لها أهل بدر!!). ودار المنهاج تزف إلى الأمة هذه البشارة الغالية، والدرة الثمينة، وتقدم للعالم الإسلامي هذا العقد النفيس في أبهى حلة؛ كأنه عروس ترفل بزينتها، وتتباهى على أترابها.
