على الرغم من أنه لايزال الوقت مبكراً للتنبؤ بالتوجه الذي ستعتمده إدارة أوباما من أجل حل النـزاعات العالقة مع إيران منذ زمن بعيد، فإن الواضح هو أن السياسة التي اعتمدتها إدارة بوش، والقائمة على تفادي إقامة قنوات دبلوماسية مباشرة مع إيران، أثبتت عدم جدواها. ومع ذلك، فإنه لايزال من الصعب التأكد مما إذا كانت القيادة الإيرانية ستقابل إدارة أوباما بقدر كبير من الترحاب.
وقد تدور المفاوضات المباشرة التي تفضل إدارة أوباما عقدها مع إيران حول ثلاثة خيارات، وهي: أولاً؛ الاستمرار في سياسة الترهيب والترغيب (أو العصا والجزرة) من خلال السعي لفرض المزيد من العقوبات على اقتصاد إيران عموماً والأصول المملوكة لقادتها على وجه الخصوص، وفي الوقت نفسه تقديم الوعود إليها بالحصول على حوافز ذات أهمية استراتيجية. ثانياً؛ الدخول مع إيران في «صفقة كبرى» تُطرح بموجبها القضايا الإقليمية كافة على طاولة المفاوضات. وثالثاً؛ التفاوض على أساس كل قضية على حدة من أجل بناء الثقة المتبادلة على نحو تدريجي مع تمهيد الطريق لعقد مفاوضات بشأن القضايا الأكثر حساسية.
ومن غير الواضح بمكان ما إذا كان التوجه القديم القائم على الترهيب والترغيب سيجدي نفعاً في هذه المرحلة. وكذلك الأمر بالنسبة إلى خيار «الصفقة الكبرى» الذي قد يواجه عقبات على الساحة السياسية الداخلية في البلدين على السواء. أما فيما يخص التوجه القائم على التعامل مع القضايا فرادى، فإن المشكلة تكمن في أن ثمة قضايا لا يمكن تناولها بمعزل عن القضايا الأخرى، وفي ضرورة الأخذ في الاعتبار، على نحو متزامن، المصالح الأوسع للأطراف الرئيسية الأخرى.
وبينما تنطوي تلك الخيارات كافة على عقبات محتملة، فهي تَعِد كذلك بقدر من الفرص. وبينما يصعب الحكم على مدى نجاح تلك الاستراتيجيات، فإن هناك من الأسباب القوية ما يدعو إلى الاعتقاد بأن الخيار الثالث هو الخيار الأوفر حظاً.
