تحاول هذه الدراسة تسليط الضوء على بعض خصائص العلاقات الروسية -الإيرانية، وخلفياتها، مع تحليل تطوراتها، واستشراف الاحتمالات الممكنة في المستقبل. لقد مرت العلاقات الروسية - الإيرانية، بمراحل مختلفة، حيث شهدت تقاربات وتوترات، وذلك بحسب تقارب مصالح الطرفين أو تباعدها. ولاشك في أن التعاون الثنائي في مجال البرنامج النووي الإيراني يعد من أهم المشروعات الاقتصادية المشتركة، كما أنه ذو طبيعة سياسية حساسة تلفت اهتمام المجتمع الدولي، خاصة بعد تشغيل محطة بوشهر النووية في إيران في آب/أغسطس 2010. لكن تبقى قضية الوقود النووي إشكالية؛ إذ تصر إيران على حقها في تخصيب اليورانيوم محلياً. ولا يستبعد كبار الضباط الروس في موسكو أن تستخدم الولايات المتحدة القوة ضد إيران، خشية تطوير برنامجها نحو امتلاك السلاح النووي.
وفي التعاون العسكري، اعتبرت إيران أن من أهم صفقات السلاح التقليدية لها مع روسيا هي صواريخ منظومة الدفاع الجوي س-300. لكن، في أيلول/سبتمبر 2010 أصدر الرئيس الروسي دميتري مدفيديف مرسوماً يمنع تصدير هذه المنظومة لإيران. إن عدم تنفيذ الالتزامات بموجب العقود التي وقعتها روسيا لا يرجح احتمال شن هجوم على إيران فحسب، بل قد يؤدي إلى فقدان ما تبقى من المصداقية والثقة بروسيا لدى شركائها.
