ما إن وصل باراك أوباما إلى سدة الرئاسة في الولايات المتحدة الأمريكية حتى كثرت التوقعات والآراء والتحليلات التي ترى في فوزه تغييراً محتملاً في السياسات الأمريكية الداخلية والخارجية. وقد كانت منطقة الشرق الأوسط حاضرة في تلك التحليلات لأنها تشكل إحدى المناطق الحيوية التي توليها الولايات المتحدة اهتماماً خاصاً؛ فحربها في العراق - التي أثرت في اتجاهات الرأي العام الأمريكي- ماتزال قائمة، كما أن النزاع العربي ? الإسرائيلي وأمن إسرائيل والنشاط الإيراني في العراق وبرنامجها النووي وتسلحها؛ كلها تعد من الأولويات التي ينتظر من الرئيس الأمريكي الجديد التعامل معها بمنهج جديد. وتقدم الورقتان التي تتكون منهما هذه الدراسة رؤى لما يمكن أن يقدمه الرئيس باراك أوباما من سياسات جديدة تجاه مجمل قضايا الشرق الأوسط. فقد كتب الورقة الأولى ريتشارد هاس ومارتن أنديك بعنوان "ما بعد العراق: استراتيجية أمريكية جديدة للشرق الأوسط "، والتي خلصا فيها إلى أنه: "إذا أرادت إدارة أوباما تحقيق النجاح في الشرق الأوسط، فسوف يتعين عليها تخطي مسألة العراق، وإيجاد السبل للتعامل تعاملاً بناءً مع إيران، والتوصل إلى اتفاق إسرائيلي- فلسطيني بشأن الوضع النهائي". أما الورقة الثانية وعنوانها: "التغيير الذي يؤمنون به: حفاظاً على أمن إسرائيل، لنعطِ الفلسطينيين حقوقهم"، فقد خلص كاتبها والتر راسل ميد إلى القول: "على إدارة أوباما - إذا كان لها أن تأمل في إحلال السلام في الشرق الأوسط - أن تضع السياسات والأهداف الفلسطينية في صدارة اهتماماتها". وبهذا فإن هذه الدراسة تقدم تصوراً للسياسات الأمريكية المحتملة الجديدة تجاه الشرق الأوسط.
