مع إعلان دول مجلس التعاون لدول الخليج العربية تبنيها خيار الاعتماد على التقنية النووية في توليد الطاقة، وشروع بعضها بالفعل في إعداد البيئة التنظيمية والفنية اللازمة لذلك، تبدو الحاجة ملحة إلى التعريف بدور الطاقة النووية في تحقيق التنمية المستدامة، وواقع صناعة الطاقة النووية في العالم، ومحددات نشأة صناعة توليد الطاقة النووية، وفرص وتحديات قيام مشروع خليجي للطاقة النووية.
وقد عرض الكتاب لهذه الجوانب المختلفة؛ حيث بين أهمية الطاقة النووية في الحد من مخاطر التلوث الناتجة عن التوسع في الاعتماد على الوقود الأحفوري، ومساهمتها في سد الفجوة بين الطلب على الطاقة والعرض منها. كما بين واقع الطاقة النووية في العالم، وأبرز الفاعلين في إنتاجها واستهلاكها، والعوامل التي حكمت على مر العقود الماضية حماسة دول العالم لتبني الطاقة النووية، أو عزوفهم عنها، وصور تكاليفها المختلفة، والعائد منها. وبالنظر إلى المحددات المختلفة لنشأة صناعة الطاقة النووية، يتضح أن دول مجلس التعاون تمتلك بالفعل بعض العناصر التي تؤهلها لدخول عالم هذه الصناعة، كالعنصر الرأسمالي، ولكنها مازالت بحاجة إلى استكمال العنصرين البشري والمؤسسي.
