دلّت الإحصاءات أن حوالي مليار نسمة يعانون من الافتقار إلى المأوى والخدمات اللائقة، مما أدى إلى أن معظم مدن الدول النامية أصبحت محاطة بمناطق "سرطانية" تسمى أحزمة الفقر وأصبحت تلك المستقطنات من السمات المميزة للنسيج الحضري في الدول النامية، فشكلت تحدّياً عمرانياً لحكومات تلك الدول. فجذبت تلك المستقطنات البشرية أنظار الباحثين والمتخصصين في مجال الإسكان، بل واهتمت المنظمات العالمية بتلك الظاهرة لخطورتها على البيئة الحضرية لمعظم دول العالم الثالث.
وكتاب "الإسكان" يقدم دراسة منهجية للمناطق السكنية اللارسمية من خلال مدخل المقارنة والتحليل العلمي لتلك المناطق، ودراسة احتياجات الإنسان الأساسية، موضحاً مدى علاقة الإنسان بالمسكن... ومنظور مشكلة الإنسان في العالم الثالث... وسياسات إيواء فقراء الحضر...
كما ويضم أيضاً دراسة متخصصة للبيئة المحلية للمناطق السكنية اللارسمية في مصر، وأسباب تضخم المناطق السكنية اللارسمية، ودور الدولة فيها... والعملية التخطيطية وعلاقتها بالإسكان. ويعدّ هذا الموضوع بحث تمهيدي تخطيطي للجزء التطبيقي الذي يليه والذي يتناول السياسة الإسكانية لإيواء فقراء الحضر.
وفي خاتمة الكتاب يوضح المؤلف مفهوم الاستراتيجية التنموية للإسكان التي تستند على "مبدأ التوظيف"... واستخلصت الدراسة بأن الشراكة بين الحكومة والاخصائيين والمنتفعين يمكن أن يؤدي إلى مساعدة فقراء الحضر في الحصول على المصادر والخدمات.
