لا تنفصل عملية تنمية القوى العاملة عن التنمية السكانية فى المجتمع وعملية تحديث التنظيمات الإجتماعية، وأيضاً تخطيط التعليم وتحديث مناهجه بما يكفل للقوى العاملة شغل أدوارها الوظيفية بفاعلية فى التنظيمات الإجتماعية للإنتاج والخدمات.
ويتسع نطاق هذه الدراسة للتعرف على مدى اشباع تلك الحاجات كمياً ونوعياً وإجتماعياً وفنياً ونفسياً واوجه القصور فى إشباع تلك الحاجات ودرجات الحاجة للإشباع، وعليه يعتبر مدخل الحاجات أساسياً فى هذه الدراسة، أما عن خطة البحث فيها فقد شملت ستة عشر فصلاً كالتالى: الفصل الأول (التنظيمات الإجتماعية وتنمية القوى العاملة)، الفصل الثانى (التنظيمات الإجتماعية للعمل وظروف العمال عبرالتاريخ)، الفصل الثالث (التنظيمات الإجتماعية للعمل وظروف العمال فى المجتمع المصرى)، الفصل الرابع (التنظيمات الإجتماعية للعمل بين المذاهب والإيديولوجيات)، الفصل الخامس (مدخل الحاجات والتعاون التلقائى فى التنظيمات الإجتماعية للعمل)، الفصل السادس عشر (الإجراءات المنهجية لدراسة مؤشرات تنمية القوى العاملة فى المجتمع المصرى)، الفصل السابع (الرضاء الوظيفي للعمال وتكيفهم فى التنظيمات الصناعية)، الفصل الثامن (سلوك العمال والتأهيل الوظيفى داخل التنظيمات الصناعية)، الفصل التاسع ( التماسك الأسرى والوضع الإجتماعى لعمال الصناعة)، الفصل العاشر (تغير الوضع الإقتصادى لعمال الصناعة)، الفصل الحادى عشر( التوافق الوظيفى للعمال واستقرارهم فى التنظيمات الصناعية)، الفصل الثانى عشر (إحتياجات المجتمع الفنية من العاملين فى تنظيمات العمل)، الفصل الثالث عشر (متطلبات رفع الأداء الوظيفى للعاملين فى تنظيمات العمل)، الفصل الرابع عشر (الإحتياجات الإجتماعية من العاملين فى تنظيمات العمل)، الفصل الخامس عشر (النتائج المستخلصة من دراسة مؤشرات تنمية القوى العاملة فى التنظيمات الإجتماعية للعمل)، الفصل السادس عشر (اشباع الحاجات والأداء الوظيفى للعاملين فى التنظيمات الإجتماعية للإنتاج والخدمات).
