وبذلك تشمل البرامج التنموية التنظيمات الإدارية من حيث مهامها ومهاراتها ووسائلها التي تستعين بها في القيام بمهامها الإدارية داخل التنظيمات الإدارية بمختلف صورها. وذلك لكي تنساب قراراتها وأعمالها بيسر بين الأدوار المتدرجة على أساس من رشد التنظيم الذي يرشد السلوك الإداري بالصورة التي تقلل من تأثير المعوقات المختلفة سواء كانت بنائية أو ثقافية أو شخصية، وبالصورة التي تجعل أداء الوحدات الإدارية لمهامها أداءاً رشيداً هادفاً محققاً لطموحات المجتمع وتنظيماته في المستقبل، وبناءاً علي ذلك سوف يتكون هذا الكتاب من: [مدخل التنمية الإدارية، التنمية الإدارية ومعوقاتها في مصر, المشكلات الإدارية في الدول النامية، تنمية التنظيمات الإدارية ومحدداتها في البيئة الحضرية، تدرج الأدوار ورشد التنظيم ومعوقات تنميته].
