لم يعد هناك شك فى الدول النامية كما هو الحال تماما فى الدول المتقدمة على أهمية أن يكون هناك إعلام إقليمى ومحل ، ووسائل إتصال إقليمية ومحلية تسير جنيا إلى جنب غلإعلام الوطنى والقومى أو وسائل الاتصال الوطنية والقومية وليس غريبا إذا أن تؤكد لجنة " شون ما كبرايد " للإعلام والتى شكلتها اليونسكو لدراسة مشكلات الاتصال فى العالم على أهمية الإعلام والاتصال فى المجتمعات الإقليمية والمحلية الصغيرة ... فإن ذلك ليس عملا شكليا أو مظهريا تحقيقا لمفهوم " الحق فى الاتصال " أو عما أصبح يسمى " ديمقراطية الاتصال " بقدر ما هو عمل جوهرى يؤكد انصهار الأمة كلها فى بوتقة واحدة بحثا عن رفع مستوى معيشتها وتنمية مجتمعها وهذه هى الطبعة الثانية من هذا الكتاب والذى يضم العناصر الأربعة التالية : أولا بناء نظرى لتعريف الإعلام الإقليمى ثم تحديد وظائفة فى المجتمع المعاصر ، ثانيا : مسح لوسائل الإعلام الإقليمية بما فيها من صحافة وراديو وتليفزيون فى بعض دول العالم المتقدمة التى تجمتع فيها تلك الوسائل الثلاث معا ثالثا : تأصيل تاريخى لنشأة الإعلام الإقليمى فى مصر وتطوره . رابعا : دراسة ميدانية عن القراْءة والاستماع والمشاهدة لوسائل الإعلام الإقليمية فى أحد المجتمعات التى تتوافر فيها هذه الوسائل الثلاث مجتمعة فى مصر .
