لاشك أن حرية الإعلام إنما هى امتداد لحرية الفكر أو الاعتقاد وهى إحدى صور حرية الرأى والتى هى بدورها واحدة من الحريات العامة تلك الحريات التى كانت على الدوام محل نزاع بين السلطات العامة والخاصة وقد تم كسب المعركة من أجل حرية الصحافة وقد تم كسب المعركة من أجل حرية الصحافة من حيث المبدأ فى كل من بريطانيا والولايات المتحدة وفرنسا الثورة وذلك بنهاية القرن الثامن عشر حتى أمكن للجمعية العامة للامم المتحدة فى العام 1948 من إصار " الإعلان العالمى لحقوق الإنسان الحق فى حرية الرأى والتعبير بما يتضمنه ذلك من حرية على المعلومات والأفكار وتليقها وإذاعتها بمختلف الوسائل دون التقيد بحدود الدولة " ومن هنا تأتى أهمية هذا الكتاب الذى يتناول التشريعات الإعلامية وذلك فى تسعة فصول تتناول الأسس النظرية والدستورية فى تعريف حرية الرأى والتعبير والصحافة والإعلام والتطور التاريخى للتشريعات المنظمة لوسائل الإعلام ، مع دراسة للقوانين المنظمة للصحافة فى مصر منذ العام 1881 وحتى صدور قانون تنظيم الصحافة رقم (96) لسنة 1996 مع استعراض للقوانين المنظمة لعمل الصحفيين وجرائم النشر الصحفية وكذلك قوانين الإذاعة والتليفزيون فى مصر وأخلاقيات افعلان الصحفى وأخيرا ثبت بنصوص مواثيق الشرف الإعلامية ومناقشتها .
