أغفل محمد علي باشا أهمية لغة التفاهم مع السكان، مغلباً لغة أزيز الرصاص على لغة العقل والمنطق والحكمة في العلاقة معهم. وذهب بعيداً في الرهان على دهم صديقته فرنسا -التي سرعان ما تخلت عنه -وفي اللعب على التناقضات الاستعمارية الأوروبية، عله ينتصر على السلطان العثماني وينجح في تحقيق مشروعه النهضوي. وبينما كان يواجه التحالف الاستعماري الأوروبي، كانت إدارته الفاسدة في بلاد الشام، تمعن في تهميش وإفقار وقمع السكان متناسياً أنهم القوة الحقيقية التي تحميه، والسند الأساس في المواجهة التاريخية مع الغرب الاستعماري.
بذلك، وقع ضحية حساباته الخاطئة، فكانت النتائج كارثية على المنطقة العربية كلها سياسياً واقتصادياً واجتماعياً.
فهل يجوز تجاهل دراسة أخطار سياسته الداخلية ونتائجها وهل يمكن الاكتفاء بمديح المشروع وتزيينه وتحميله ما لا يحتمل، استندت هذه الدراسة إلى وثائق الإدارة نفسها ووثائق أصلية كثيرة من أهمها وثيقة كتبها شاهد عيان، شارك في الأحداث، وخاض الكثير من المعارك، هو الشيخ حسين إبراهيم الهجري.
