إن المستقبل في العلم، إن رفعة الإنسان بالعلم، إن تقدم الحياة لا يكون إلا بالعلم، لقد توصل الإنسان بالعلم الى الاختراعات والكشوف العلمية كانت بالاهتمام بالعلم من خلال أناس وهبوا حياتهم للعلم واعتبرت دولهم إنهم النواة الحقيقة لاكتشف أسرار وخبايا الكون، وهم المستقبل المشرق والغد الواعد، ولذلك استطاع الإنسان بمجهود هؤلاء العلماء الأجلاء أن يصل الى القمر، ويصل الى المريخ ويخطط الى اكتشاف الكواكب الأخرى، ويصل الى اختراعات لم يكن يدرك القدماء أن يصل إليها الإنسان ان يصل إليها في يوم من الأيام لقد تقدمت هذه الدول حينما اهتمت بالمدارس والجامعات وبالمكتبة والمعمل.
لقد جعلت هذه الدول المتحضرة المتقدمة، العلم هو المفتاح لحل كافة المشاكل والعقبات والصعوبات التى توجهها، والأساس في أخذ القرارات، فلا اجتهاد بغير علم ولا مكان لجاهل في هذه المجتمعات، حين اعتبرت أن كل ظاهرة تجد تفسيرها عند العالم وليس عند الجاهل، حين كرمت العالم ووقرته ووفرت كل مرافق الدولة لخدمته، وأصبح العالم نجم المجتمع الأوحد، الذى لا يعلوه شخص، حين اعتبرت أن العالم قضية حياة، بدونه لا توجد حياة، فهو مصير المجتمع.
لقد حان الوقت الذي يجب فيه ان نفيق من غفوتنا العميقة، لكى نجعل من أنفسنا سادة البشرية في العلم كما كنا فى العصور السالفة لننظر الى الأمام، لنوفر للعالم والباحث والطالب كافة الإمكانيات التى تمكنه من الإبداع، ليصبح العلم هو القضية المصيرية التى لا عيش لنا إلا به وتطويره، لنسخر كل إمكانياتنا لخدمة العلماء.
ولعلى أقدم هذا العمل العلمى المتواضع، راجياً من الله سبحانه وتعالى أن يكون خير عون لزملائى الباحثين سواء كانت رسائل ماجستير أو رسالة دكتوراه أو بحث قانونى يقدم في مؤتمر أو ندوة علمية.
