من الصعوبة بمكان تحديد أو حصر الطرق والأساليب التي يستخدمها الإرهابيون في تنفيذ جرائمهم الإرهابية، فإذا كانوا في الماضي القريب يستخدمون أساليب تقليدية في تنفيذ جرائمهم كالإستيلاء غير القانوني على الطائرات أو الإستيلاء على السفن أو إستخدام المتفجرات، فإنهم إلى جانب ذلك باتوا يستخدمون وسائل تقنية المعلومات لإنجاز أعمالهم الإرهابية كالعنف والتهديد ضد الأشخاص أو تخريب أو إتلاف المؤسسات سواء أكانت حكومية أم غير حكومية، أو لتنظيم أو قيادة الجماعات الإرهابية عن بعد ويرجع السبب في إستخدام الإرهابيين لوسائل تقنية المعلومات كالحاسوب والشبكات المعلوماتية لإعتبارات عديدة، أهمها إن هذه الوسائل تستخدم لتسهيل إرتكاب الجرائم الإرهابية وربما تعد عاملاً مشجعاً على إرتكابها فضلاً عن السرعة التي تمتاز بها هذه الوسائل في التنفيذ وتذليلها للمعوقات والصعاب، كما أنها تساعد الإرهابيين على إخفاء آثار جرائمهم.
وينبغي ملاحظة خطورة الشبكات المعلوماتية وبالأخص شبكة الإنترنت إذا ما استُخدِمَت على الوجه السلبي لها، إذ تمكن هذه الوسيلة الإرهابيين من إختراق الأنظمة المعلوماتية للمؤسسات والمرافق الحكومية وغير الحكومية، كما تسهل للإرهابيين قيادة عملياتهم على أرض الواقع وتنظيمها ليتمكنوا من تحقيق أهدافهم، ولأجل وضع المعالجة القانونية لهذا الموضوع وسد الثغرات التشريعية فيه خضناً في هذا الموضوع، والله ولي التوفيق.
