أضحى المتلقّي مُنتِجًا ومستقبلًا في آنٍ واحدٍ، يمتلك إمكانيّة الانتقاء، والتّفاعل، والتّعليق، والتّفسير، والتّأويل، ومِنْ ثَمَّ التّمرير والرّدّ، فضلًا عنْ إشكاليّةٍ تتعلّق بتعرّضِ النّصّ الاتّصاليّ ذاتِهِ إلى إزاحة جُزئيّةٍ أو كليّةٍ لمحتواه من خلال المعالجة أو التّرميز.
ثمة إشكاليّة مهمّة أمام هذه التّحديات، ففي ظلِّ التّحولات الفكريّةِ والاِجتماعيّة والنّفسيّةِ واللّغويّة الّتي تُصاحبُ عمليّةَ الاتّصال الرّقْميّ، برزتْ تحديات جديدة أَلْقَتْ بِثِقلِها على الباحثين والأكاديميّين لتحمّل مسؤوليّة دراسة، ورصد، وتأشير المضاعفات النّاجمة منَ العيش في الفضاء الرّقْميّ، وإيجاد منظور مستقبليّ لمواجهة التّحديّات الحضاريّة لمجتمعاتنا.
إنّ فكرةَ الاهتمام بدراسةِ المتلقّي ـ المستقبل المنتج المرسل ـ والعوامل المكونّة والمؤثّرة في عمليّة التّلقّي والتّركيز على العلاقة الرّابطة بين الرّسالة والمتلقّي، وإشكاليّات هذه العلاقة كانت محور النّقاش العلميّ في هذا المؤتمر الدولي الّذي تمَّ انعقاده في جامعة دهوك- كردستان العراق؛ والّذي تحقّق بفضل جهود باحثين وأكاديميين ينتمون إلى أربَعِ وثلاثينَ مؤسسة من جامعات، ومعاهد، ومراكز بحثية، قَدِموا من سبعِ دُوَلٍ هي (لبنان، مصر، الأردن، السّعوديّة، السّودان، الجزائر، إيران)، وَبَلغَ عدد البحوث الّتي تمّت الموافقة عليها من قِبَلِ اللّجنة العلميّة أربعةَ وخمسين بحثًا؛ فهو إنجازٌ أكاديميٌّ ثَريٌّ في مجال البحثِ، والتّفكيرِ، والحوارِ البنّاء.
