إن الصراع على السلطة وأن كان أمراً بغيضاً فى حد ذاته إلا أنه يمثل وضعية قائمة وواقعاً ملموسا وإشكالية يتعين البحث عن أسلوب أمثل لمعالجتها، كما أن هناك حقيقة لافكاك منها وهى أن السلطة المطلقة بيد القائمين على أمر الحكم رغماً عن الإرادة الشعبية هى مفسدة مطلقة وتمثل خطراً قد يعصف بالسلطة ذاته لصالح الإدارة الشعبية، وينبغى أن يعلم الجميع أنه الافضل لقطبى المجتمع (حكاما ومحكومين) البحث عن بديل يحول بين السلطة والوصول بالشعب الى مرحلة الانسداد الاجتماعى والاظلام التام للحياة السياسية، يروى المؤلف ضرورة أن ينصرف عقلاء الأمة ورجال الفهم فيها فوراً إلى حوار بناء قبل أن تحدث المواجهة الى لا مناص من وقوعها، وهى دعوة ألا يفهم منها اتهام بالضعف لأى منهما (السلطة أو الشعب) بل قصد بذلك أن ينصهر رأى الشعب والقائمين على أمر السلطة فى (بوتقة الحوار) بكل ما تحمله هذه الكلمة من معان وأياً كان شكل هذا الحوار.
