تبرز أهمية البحث موضوع تدويل النزاعات الداخلية من قبل مجلس الأمن كونه يعد من قبيل المواضيع المتطورة والمتجددة بشكل مستمر في المجتمع الدولي فالدور التقليدي الذي كان يتصرف بموجبه في بداية عهد قيام منظمة الأمم المتحدة والتفسير الجامد للفقرة السابعة من المادة الثانية من الميثاق التي كانت بمثابة خط أحمر لا يجوز للمجلس أن يتجاوزه في التعامل مع الشؤون الداخلية للدول نجده اليوم تتلاشى وينحسر بشكل ملحوظ.
كما تتمثل أهمية البحث أيضاً في كونه معالجة شاملة لعملية تدويل النزاعات الداخلية من قبل مجلس الأمن وموضوع علاقة مجلس الأمن بالنزاعات الداخلية، وإن كانت هناك دراسات تناولته وتطرقت إليه، إلا أن هذه الدراسات لم تتعمق كثيراً في تحليل كل جوانب دور المجلس في هذه النزاعات.
لذلك، تناول المؤلف الموضوع بشكل شامل إنطلاقاً من فكرة تدويل هذه النزاعات ثم الإطار العام لذلك والمبررات التي يمتلكها المجلس للقيام بذلك والوسائل التي يستند إليها.
ولغرض الإحاطة بكل تفاصيل وجوانب موضوع البحث فقد قسم المؤلف الموضوع إلى خطة تفصيلية شاملة مكونة من مبحث تمهيدي وثلاث فصول، المبحث التمهيدي للتعريف بمجلس الأمن الدولي والمقصود بتدويل النزاعات الداخلية، والفصل الأول لمبررات المجلس في تدويل النزاعات الداخلية، أما الفصل الثاني فخصصه للوسائل القانونية التي يمتلكها المجلس لتدويل النزاعات الداخلية وتسويتها، أما الفصل الأخير فتناول فيه المعوقات التي تواجه المجلس في تدويل النزاعات الداخلية وسبل معالجتها.
